Early Notice of Proposed Activity in a 100 Year Floodplain and/or Nearby Wetlands

This is to give notice that the Town of Babylon under Part 58 has conducted an evaluation
as required by Executive Order 11988 and 11990 in accordance with HUD regulation at
24 CFR 55.20 subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands, to determine the potential affect that its activity in the
floodplain and wetland will have on the human environment for the Long Island Housing
Partnership (LIHP)-Sandy Rebuild Long Island Project. The proposed Sandy Rebuild Long
Island Project entails LIHP construction of six homes to be built on properties provided to
LIHP by New York Rising. LIHP plans to demolish the existing homes that are too severely
damaged to be rehabilitated and build new homes that meet local flood code requirements. Purchasers must be first time homebuyers with incomes that do not exceed 80% of
the HUD established median income for Long Island. LIHP is requesting HOME funds
(Grant #M-16-MC-36-0200 and M-17-MC-36-0200) to provide down payment assistance
to eligible first time homebuyers. Four of the properties are located in flood zone AE6. One
of the properties (446 Deauville Parkway) is located in flood zone AE5. One property (23
Lee Avenue) is within flood zone AE7 and limit of moderate wave action (LMWA) zone.
All six parcels are within 300 feet of tidal wetlands. The six lots are all located within the
County of Suffolk. The specific lots included with this project include:

There are three primary purposes for this notice. First, people who may be affected by
activities in floodplains and those who have an interest in the protection of the natural
environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important
public educational tool. The dissemination of information about flood plains can facilitate
and enhance federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the federal government
determines it will participate in actions taking place in flood plains, it must inform those
who may be put at greater or continued risk.
