funds appropriated under
Public Law 113-2, as amended and as authorized by
related laws and policies for
the purpose of implementing the New York CDBGDR Action Plan.
Project Description:
GOSR proposes to provide
$1,076,250.00 in CDBG-DR
funding for the purchase
and installation of five (5)
backup power generators at

critical facilities within the
communities of West Gilgo,
Captree, and the Village
of Babylon (the “Proposed
Project”). Three generators
are intended provide emergency power generation to
support the operation of the
Town of Babylon’s Department of Public Works Facility, the Village of Babylon
Fire Department Facility,
and the Cedar Street Firehouse, which hosts Babylon’s
Electric Hose Company No.
4. Two emergency generators are intended to provide
emergency power generation for the West Gilgo Chapel and Cedar Beach Marina
Education Center, which
function as comfort and
drop-off stations during and
subsequent to power outages. Currently, these critical
facilities, which are in place
to protect the community,
are not adequately equipped
to provide emergency backup power. The objective of
the project is to upgrade the
energy infrastructure and
improve the resilience of the
Village of Babylon and West
Gilgo to Captree areas by allowing first responders and
residents of these communities to withstand power outages for days. The scope is
anticipated to involve some
earthwork for the purpose
of installing new generators
pads and digging trenches
for the routing of conduit
duct banks. All generators
and associated electrical
equipment will be elevated
at a level above base flood

elevation.
The Proposed Project is
categorically excluded from
the National Environmental
Policy Act of 1969 (NEPA)
by HUD regulations at 24
C.F.R. Part 58. An Environmental Review Record
(ERR) that documents the
environmental determinations for this project is on
file and available for review

24 CFR Part 58 are: (a)
Certification was not executed by HCR’s Certifying
Officer; (b) the responsible
entity has omitted a step or
failed to make a decision or
finding required by HUD
regulations at 24 CFR Part
58; (c) the responsible entity
or has committed funds or
incurred costs not authorized by 24 CFR Part 58
before release of funds and
approval of environmental
certification; or (d) another
Federal agency acting pursuant to 40 CFR Part 1504 has
submitted a written finding
that the project is unsatisfactory from the standpoint of
environmental quality.
Objections must be prepared and submitted in accordance with the required
procedures (24 CFR Part
