Maj. Gen. Joseph J. Taluto, the adjutant general for the State of New York, announced the promotion of members of the New York Army National Guard in recognition of their capabilities for additional responsibility and leadership. Mitchum Vanrooyen from West Babylon and serving with 7th Finance Det. was promoted to the rank of Private 1st Class.
