An Expanded Project Proposal (EPP) was completed to document safety, traffic capacity and pavement deficiencies, including high accident rates at the intersection of CR 3 Pinelawn and Ruland Road/Colonial Springs Road, where the accident rates are 3.5 to 4.6 times greater than the New York State Average Rate. County concern for the safety of pedestrians and vehicles, combined with public input from a previous Public Information Meeting, prompted the County to further study and prepare a Design Report to include revised proposed alternatives to alleviate these issues and meet project level needs. The EDPL Hearing is being offered before a preferred Alternative is chosen and presented to the Federal Highway Administration (FHWA) for National Environmental Policy Act (NEPA) compliance. Alternatives: • No Build - No improvements except for minimal maintenance work. This Alternative does not meet the project objectives. • Area 1 Alternative - Reconstruction of the CR 3 Pinelawn Road and Ruland Road/Colonial Spring Road intersection to accommodate additional through and right turn lanes in all directions, while eliminating left turn lanes. This alternative incorporates a jug-handle and eliminates left turns to significantly improve safety and overall mobility at the intersection and create less delay fore all motorists. This Alternative also proposes the widening of Colonial Springs Road to accommodate two travel lanes in each direction from the CR 3 Pinelawn Road intersection east to CR 95 Little East Neck Road. This would supplement the intersection improvements to provide additional safety and congestion betterments, while addressing existing pavement and drainage deficiencies. •Area 2 Alternative - Reconstruction of the existing offset intersection at CR 3 Wellwood Avenue and Conklin Street and Long Island Avenue to provide a single intersection. The realigned approaches of Conklin Street and Long Island Avenue would each accommodate one through, one left and one right turn lane. CR 3 Wellwood Avenue would also be widened to accommodate two through lanes and one left turn lane in each direction, as well as one right turn lane in the northbound direction. The proposed realignment and addition of lanes contribute to overall increased safety and mobility throughout this intersection and beyond.
