by Tracy Bongianni

Theresa DelToro was tapped by the Babylon Village Board to serve on the Village's Architectural Review Board. Below, Roger Carpenter, who was appointed chairman of the Planning Board and William Lockwood, who stepped down after serving 20 years, are shown with Mayor Ralph Scordino.
The Babylon Village Board has made a number of appointments over the past month, prompted by the retirement of 20-year Babylon Plannng Board member William Lockwood. Replacing Lockwood as chairman is Robert Carpenter. Frank Seibert, a former member of the Architectural Review Board was named alternate member of the Planning Board, replacing Carpenter, and Theresa DelToro was tapped for a post on the Architectural Review Board.

"It was a privilege to serve the Village of Babylon for the past 20 years," said Lockwood who continues to live in the Village and spends time at his home in Florida. "I took great pleasure from serving and seeing our accomplishments."

Carpenter has been a member of the Planning Board for four years and said he learned a great deal from watching how Lockwood ran the board.

"He is knowledgeable in planning," he said. "He made the board consistent and solid."

Edward McCarthy served on the board for four years. McCarthy has lived in the Village for the past 36 years.

The Planning Board's responsibilities include helping applicants bring proposed projects up to Village code. Members review site plans and make recommendations and suggestions before the project moves on through the application process.

McCarthy is a member of the Babylon Lions Club and the Babylon Beautification Society for the last 20 years. His long-time involvement with the community gives him a sense of what the residents are looking for, he said.

"I bring the perspective of residents, and keep in mind what people want to see in the Village," he said.

Seibert brings his 29-years experience as an insurance broker to the board. He is also familiar with the work of the planning board because he served on the Architectural Review Board for 13 years and is familiar with the workings of Village government.

Theresa DelToro served the Village by volunteering her time on the Business District Parking Committee, and as the Vice President of the Babylon Village Chamber of Commerce. She has lived in the Village since 1979.

"I am looking forward to working with the other members of the Architectural Review Board." She brings her 23 years of business experience to the board. DelToro owned her own business "All That Dance" located in Babylon Village.

Lockwood, the former chairman, summed up his experience. "It is a great Village." And the current chairman Carpenter shared his experience working with Lockwood. "He is a wonderful gentleman."
