The Suffolk County Legislator established a Volunteer Recognition Program whereby Legislators have the opportunity to recognize one resident of their district for outstanding service to their community. Suffolk County Leg. Wayne Horsley has designated Joan Haugen of West Babylon "Volunteer of the Year" for 2008 in the 14th Legislative District. Haugen is a founding member of the West Babylon Public Library and has donated thousands of hours of her time. She has served in every office and guided the library through its recent expansion. She currently serves as the vice president of the Library's Board of Trustees. The library honored Joan during a dedication

ceremony of the "Joan Haugen Community Room".

Haugen is also an active member in the West Babylon Beautification Society and the Babylon Town Historical Society. She has continually volunteered her time and offered her expertise to enhance West Babylon throughout the years.
