Babylon Village Planning Board reviews proposal for upscale town houses
"A copy of the plans have been sent to the Village's consulting engineer for a more detailed engineering review and will be sent back to us," said Roger Carpenter, chair of the Planning Board. "At that time we will share the comments with the applicant and then move forward." The 60,988 square-foot site is being developed by Theresa Santmann of Babylon, with Busch Associates of Bay Shore as the project's architects and engineers. Santmann is asking permission for a change of zone from retail use to multi-family residence. She is hoping to build two-story units with an underground garage for a total living space of between 1,233 and 1,256 square feet, depending on the unit. The first floor will have a living room, kitchen, dining room, den, bath and deck and the second floor, two bedrooms, two baths and a veranda. In addition to the garage, each unit will have a laundry and storage room. "We think this will definitely be a benefit to the area," said Santmann's attorney, Darrell Conway. "When you consider what could be put there under the current retail zone, there is no question that this is better for the Village." The plans currently meets all other Village requirements including that for parking, and no special relief or variances are listed. Entrances to the complex will be on the east side of the site on Park Avenue and another entrance onNorth Carll. A three-foot retaining wall with a 3-foot fence will be added all around the site and plantings will be put in place to act as a buffer. Once the Village Planning Board finalizes its review and recommends that the project move forward, it will also make a recommendation to the Village Board on the zoning matter. It will also hold a public hearing, giving the public the opportunity to review and make comment on the proposal.
Following that, the Village Board, which has jurisdiction for rezone applications, will review the plan and determine whether to grant the change of zone. Carpenter said he does not expect the Planning Board to complete its review until the late summer, early fall.
