Board member steps down from Babylon ARB

Claire Merz, a member of the Architectural Review Board (ARB) has stepped down. She has been on the board for nine years and said that while she enjoyed the opportunity to serve the Village throughout it is time to move on to other things.

"I work full time and have two children and I just did not feel that I could give the time and attention the position requires," said Merz, a lifelong Babylon Village resident.

The ARB is responsible for reviewing all applications for improvements, signs or additions to the exteriors of commercial property in the Village. The board looks at signage, facade changes, windows and other improvements being proposed by the commercial property owners, ensuring that they meet Village codes and ordinances. In addition, said Merz, the board tries to ensure that the plans will enhance the Village.

In other business, the board:

+discussed the fact that ice skaters have been observed at Argyle Lake and at Souhards pond. This raised a concern about safety among board members who noted that the Village prohibits ice skating at these locations. Mayor Ralph Scordino was to advise Village enforcement to monitor the situation;

+determined that construction of a new bulkhead at the finger pier at the municipal dock will not have a significant impact on the environment. The Village assumed lead agency status for this project, and has worked with the New York State Department of Environmental Control to ensure the work meets regulations;

+accepted lead agency status for a project to install a cellular communications tower on Ralph Avenue. The Village Board will continue to review the project and make a determination as to its environmental impact, if any;

+awarded two bids, one to Darr Construction Equipment Corporation in Bayport for $129,189 for installation of drains on Tappan Avenue. The work is part of a comprehensive program to improve drainage in the area and to relieve rainwater runoff contamination into Boyd's Canal, Carll's River and the Great South Bay. The new drains, which will be placed on the west side of the children's park, will relieve some of the flooding in the area, particularly during heavy rains, by slowing down the amount of water that runs north to south. The other was to D.F. Stone of Medford for $238,000 for work on the Boyd's Pond rehabilitation program.

+granted a request from St. Paul's Reformed Church to conduct an Easter dawn service at the Village Gazebo April 8.

+approved a license to Mr. Softee to operate an ice cream truck through residential streets in the Village during the summer months. He is the only vendor authorized by the Village to provide those services;

+named Scott Glenn as the Village's Labor Crew Leader for the Village's Highway Department; hired James Closs as part-time sanitation employee; Damian Scelfo as full-time highway employee and Cindy Chiacchere as part time clerk typist and Evelyn Eagan and a permanent employee in the Village Green House. The Village board also accepted the resignation of Fitzallan Coward from highway and Joseph Jones as a Special Services Officer.

The next regular Village Board meeting will be held tonight and on April 5, 8 p.m., Village Hall.
