NOTICE OF SPECIAL
MEETING OF
WEST BABYLON PUBLIC
LIBRARY
NOTICE IS HEREBY
GIVEN that a Special District
Meeting of the qualified
voters of West Babylon
Union Free School District
will be held on Wednesday,
April 18, 2007, between the
hours of 1:00 P.M. and 9:00
P.M. at the West Babylon
Public Library, 211 Route
109, West Babylon, New
York, the designated polling
place, for the following
purposes:
1. To consider and vote
upon the Annual Library
Budget and tax levy for the
fiscal year 2007/2008, for
the following proposition:
That the Library Budget as
proposed by the Board of
Trustees of the West
Babylon Public Library for
the fiscal year 2007/2008 be
approved.
2. To elect one Library
Trustee, for a term of five
years commencing July 1,
2007. A petition shall be required
to nominate such
candidate to the office of Library
Trustee. Each petition
shall be directed to the
West Babylon Public Library,
shall be signed by at
least twenty-five (25) qualified
voters of the District,
shall state the residence of
each signer, and shall state
the name and residence of
the candidate. In the event
that any such nominee
shall withdraw his candidacy
prior to the election,
such person shall not be
considered a candidate unless
a new petition nominating
such person in the
same manner and with the
same limitations applicable
to other candidates is filed
with the West Babylon
Public Library. Each petition
shall be filed between
the hours of 10:00 A.M. and
4:00 P.M., not later than
Monday, March 19, 2007.
Petition forms may be obtained
and signed petitions
returned to the office of the
Director of the West
Babylon Public Library. No
person shall be nominated
by petition for more than
one separate office.
NOTICE IS FURTHER
GIVEN that the Special
District Election and Budget
Vote shall be conducted
by voting on the propositions
by paper ballot on
Wednesday, the 18th day of
April 2007, between the
hours of 1:00 P.M. and 9:00
P.M., at the West Babylon
Public Library, 211 Route
109, West Babylon, New
York, which has been designated
as the polling place
for the District.

GIVEN that a public hearing
will be held on Wednesday,
April 11, 2007, at 7:00
P.M., at the West Babylon
Public Library for the purpose
of discussion of the
said expenditure of funds
and the budget thereof.

GIVEN that the Board of
Registration for the Library
shall meet at the
West Babylon Public Library,
211 Route 109, West
Babylon, New York, on
Wednesday, April 11, 2007,
between the hours of 1:00
P.M. and 9:00 P.M. for the
purpose of preparing a register
of the qualified voters
of the School District for
said Special District Meeting
and Election, at which
time any person shall be
entitled to have his/her
name placed upon such register,
provided that at such
meeting of the Board of
Registration he/she is
known or proven to the satisfaction
of the Board of
Registration to be then or
thereafter entitled to vote
at said District Meeting.
The register to be prepared
for the Special District
Meeting and Election to be
held on Wednesday, April
18, 2007, shall include all
persons who have previously
registered hereunder
for any annual or special
meeting or election held or
conducted at any time
within four years prior to
the preparation of the register,
or who are registered
to vote at any general election
pursuant to Section 5-
210 of the Election Law of
the State of New York.
Such register will be filed
in the Office of the Clerk of
the West Babylon Union
Free School District immediately
after completion
and will be open for inspection
by any qualified voter
of the District at the Office
of the School District from
9:00 A.M. to 3:00 P.M. on
each of the five (5) days
prior to the meeting or election
for which it was prepared,
except Saturday,
Sunday or holidays. Only
qualified voters who are
duly registered will be permitted
to vote. The Office
of the District Clerk s located
at 10 Farmingdale
Road, West Babylon, New
York in said District.
FURTHER NOTICE IS
GIVEN, that in accordance
with Education Law No.
2018-a, application for absentee
ballots for the Special
District Meeting and
Election may be applied for
at the office of the Director
of the West Babylon Public
Library. Such application
must be received at least
seven (7) day before the
election if the ballot is to be
mailed to the voter, or the
day before the election, if
the ballot is to be delivered
personally to the voter. The
Board of Registration shall
make a list of all persons to
whom absentee voter ballots
have been issued, and
have it available during
regular office hours commencing
April 11, 2007 and
until the day of election.
Such list will be posted at
the polling place during the
election. No absentee voter
ballot shall be canvassed
unless it is received not
later than 5:00 P.M. on the
day of the Election.
NOTICE IS FURTHER
GIVEN that a statement of
estimated Library expenses
for the fiscal year
2007/2008 will be available
at the West Babylon Public
Library, 211 Route 109,
West Babylon, New York,
daily, except Sundays, between
10:00 A.M. and 4:00
P.M., during each of the
fourteen (14) days preceding
the Special District
Meeting.
NOTICE IS FURTHER
GIVEN that the Board of
Registration will meet at
the West Babylon Public
Library during the voting
hours of 1:00 P.M. through
9:00 P.M. on Wednesday,
April 18, 2007, to receive
registrations for subsequent
meetings and elections.

Project Description:
The Department has prepared
a Draft Permit and
has made a tentative determination
to approve this
application for renewal of
an existing Air Title V permit,
pursuant to Article 19
(Air Pollution Control) of
the New York State Environmental
Conservation
Law (ECL) and the Title V
of the Federal Clean Air Act
Amendments. The facility
is an existing aerospace
part testing, surface coating
and surface finishing
facility. The facility is
equipped with a paint shop
consisting of seven spray
booths, two drying ovens
and an exhaust from a storage
room. The facility's surface
coating operation is
regulated under 6 NYCRR
Part 228, degreasing under
6 NYCRR Part 226 and 40
CFR 63,463 Subpart T,
plating under 6 NYCRR
Part 212 and the anodizing
under Federal Rule 40 CRF
Part 63 Subpart N.
In accordance with
6NYCRR Parts 621.7(b)(9)
and 201-6.4(c), the Administrator
of the United
States Environmental Protection
Agency (USEPA)
has the authority to bar issuance
of any Title V Facility
Permit if it is determined
not to be in compliance
with applicable requirements
of the Clean Air
Act or 6NYCRR Part 201.
Persons wishing to inspect
the subject Title V files, including
the application
with all relevant supporting
materials, the draft permit,
and all other materials
available to the DEC
(the "permitting authority")
that are relevant to
this permitting decision
should contact the DEC
representative listed below.
It is recommended that an
appointment be made to
confirm the availability of
the subject files. The DEC
will endeavor to make the
files available within 2
business days of contact,
during normal business
hours (8:30 AM through
4:45 PM), unless the requestor
wishes to inspect
the files at a later date. The

and the comments
received on it to determine
whether to hold a public
hearing. A public hearing
may be legislative or adjudicatory.
A legislative public
hearing is a proceeding
which provides an additional
opportunity for public
comment. DEC's determination
to hold a legislative
public hearing will be
based on whether a significant
degree of public interest
exists. If a legislative
public hearing is to be held,
a Notice of Hearing will be
published which will include
the time and place of
the hearing and submitting
comments. The applicant
and all persons who have
filed comments on the permit
will be notified by mail
of the public hearing. Comments
and requests for a
legislative public hearing
should be in writing and
addressed to the Department
representative listed
below.
An adjudicatory public
hearing is a trial type proceeding
which provides the
opportunity for adjudication
on the basis of evidence,
including direct testimony
and cross examination.
An adjudicatory hearing
is held only if substantive
and significant issues
relating to any findings or
determinations of the Department
is required to
make pursuant to the
Environemental Conservation
