New work on two major buildings in Babylon Village now underway

The Babylon Village Board, after authorizing certain agreements and restrictions, has granted approval to the owner of Flanagans to remodel and reopen the popular pub and restaurant. At a public hearing two months ago, residents had spoken, expressing concern that the noise would disrupt their quality of life.

“In the past, the owner has worked well with the Village in responding to all of our concerns,” said Mayor Ralph Scordino in explaining the board’s decision. He added that the site has been a bar for years, and needed no special permits or approvals to reopen.

Under the agreement, the owner, Niall Crowe, has agreed to close at 3 a.m., one hour earlier than required under Village code. The Village also requires that that the owner be conscious of its residential neighbors to the south and northeast and manage its parking to ensure there is no problem on adjoining streets. All entertainment must cease at 2 a.m., and the owners must police the area at closing to be certain that the premises are debris free. In addition, in the event the business is sold or leased, the new management must agree to the provisions in writing and any further changes to the facility in terms of expanding or changing the uses must be made through the Babylon Building Department so that they are apprised of all activities, at all times.

Crowe, who is remodeling the interior extensively, said he wants to bring it back to a community pub atmosphere. “That is what we are good at,” he said as he stood amidst the renovations, which include a new and expanded bar and seating area.

Major renovations are also underway in the building at the northeast corner of Deer Park Avenue and Main Street. There the owner, Ray Figalara, declined to talk to a reporter who went to the building for information, but it was apparent that the building has been gutted and is being completely redone inside. Village officials said that Figalara told them that he has plans to restore the exterior of the building, maintaining its original architecture.

In other Village news:

the board has entered into an agreement with Beacon Wireless for the construction of a cellular tower in the Village on Village property near the highway department on Ralph Avenue. The cellu- lar tower communications company has contracted with one provider, T-Mobile, but is expected to contract with several others to place their equipment on the tower. The Village agreement with Beacon Wireless is for Beacon to construct and maintain the tower and split the rent received from the telecommunications companies that utilize it. No date for the construction to begin has been set;

the Village hired the accounting firm of Skinnon, Faber and Heck of Islandia as the new Village auditors.
