Woman arrested for bilking
West Islip adoptive mother and grandmother out of $36K

Detectives from the Suffolk County Police Identify Theft Unit arrested a Bay Shore woman after she bilked her adoptive mother and grandmother out of approximately $36,000.

Frances Hammel, of West Islip, had adopted a young girl almost 30 years ago and unfortunately had to return the girl to the custody of New York State because she was unruly. Hammel lost contact with the girl and until the spring of 2003 when to her surprise, the girl, now Irene DiGenaro, age 38, of 1409 Penatquit Ave., Bay Shore, called her. After talking on the phone they made a date for dinner.

During the dinner date with DiGenaro, it was proposed that she, as a paralegal with experience as a financial planner, could help Hammel and her 84-year-old mother Rose Napoli with their finances over the course of the next several months Hammel and DiGenaro accompanied the women to their bank when they emptied their accounts and gave the cash to DiGenaro who left the bank with the cash in a briefcase. They also turned over checking accounts, credit cards and at the prompting of DiGenaro, opened new credit card accounts with the agreement that DiGenaro would take care of all their expenses, open an IRA and pay them an allowance for personal living expenses. Hammel realized in December 2004 something was amiss when her mother received notice from her bank of a $3,800 overdraft on her checking account.

Hammel and her mother discovered their bills were not being paid, checks drawn on Napoli’s checking account were bouncing and there was in excess of $25,000 in unauthorized credit cared debt.

Subsequent investigation by the Identify Theft Unit resulted in the surrender of DiGenaro on September 28 at the Sixth Squad Detectives in Coram. She was charged with two counts of Grand Larceny 4th degree and held pending arraignment later that day. This case is still the subject of an ongoing investigation.
